Eligible Producer Business Entity (Eligible Producer) Requirements:

  1. Eligible Producers must be one of the following:
    1. Citizen of the United States;
    2. Resident alien; for purposes of this part, resident alien means “lawful alien” as defined in 7 CFR part 1400;
    3. Partnership consisting solely of citizens or resident aliens of the United States;
    4. Corporation, limited liability corporation, or other farm organizational structure organized under State law consisting solely of citizens or resident aliens of the United States; or,
    5. Indian Tribe or Tribal organization, as defined in section 4(b) of the Indian Self-Determination and Education Assistance Act (25 U.S.C. 5304)
  2. Suffered eligible infrastructure damage, market loss, citrus loss, or timber losses on land that the Eligible Producer owned or leased. FDACS is requiring that to be paid under the timber loss program you must OWN the land and leases are not eligible for that specific program.
  3. Impacted infrastructure or parcel must have been impacted by Hurricanes Idalia, Debby, Helene, and/or Milton in calendar year(s) 2023 and/or 2024 and be located in one of the below designated counties:

Program Requirements

This disaster block grant will include four primary assistance areas.

Infrastructure Program Requirements

To meet program eligibility for the Infrastructure Program, Eligible Producers must show:

  1. For damaged structures: reasonable evidence that supports that a crop, aquaculture, or livestock was housed in the structure within the 12 months prior to the Eligible Hurricane that caused the damage;
  2. For damaged irrigation systems: reasonable evidence that a crop was grown under or directly above the system within 12 months prior to the Eligible Hurricane that caused damage to the irrigation system. Eligible irrigation systems are limited to above ground features or immediately below the soil surface components;
  3. For damaged farm roads and bridges: must be private farm-use roads and bridges, located within the boundaries of a farm, and provide direct access to the production of agriculture products;
  4. Equipment buildings, repair shops, irrigation well pumps, irrigation header lines, other significant underground irrigation components, boats, and any equipment that is easily movable, etc. are ineligible structures; and
  5. Citrus Under Protective Screen (CUPS) structures ARE eligible structures under this category.

Timber Program Requirements

To meet program eligibility for the Timber Program, Eligible Producers must show:

  1. Ownership of the private forest land at the time of the eligible hurricane and at the time of application;
  2. Minimum of 10 contiguous acres of timber damage, under the same ownership, of which a moderate, severe, or catastrophic level of timber damage occurred on all or part of that ownership;
  3. For damaged farm roads and bridges: must be private farm-use roads and bridges, located within the boundaries of a farm, and provide direct access to the production of agriculture products; and
  4. Losses must have occurred on private forest land.

Market Loss Program Requirements

To meet program eligibility for the Market Loss Program, Eligible Producers must show:

  1. Produce evidence of market loss showing:
    1. A 2% or greater reduction in the number of flats, bushels, or units shipped in 2024, compared to shipments in either 2022 or 2023;
    2. Loss of a commodity buyer contract for that commodity as a result of hurricane impacts; AND/OR
    3. a market loss of at least $1,000 in potential sales of the commodity.
  2. Market loss must have occurred for one or more of the below commodities:
    • Blueberries
    • Strawberries
    • Tomatoes
    • Watermelons
    • Snap Beans
    • Bell Peppers
    • Cucumbers
    • Sweet Corn
  3. The producer is also required to maintain qualifying crop insurance that meets the linkage requirements described in the Agreement. These linkage requirements include maintaining the required crop insurance coverage for two reinsurance years. Proof of this coverage must be provided to participate in the program. Failure to provide proof of two years of crop insurance will result in the recoupment of any recovery funds issued under this part.

Citrus Program Requirements

Subpart A: Future Economic Losses

To meet program eligibility for the Citrus Program - Future Economic Losses, Eligible Producers must show:

  1. A minimum of 10% loss in citrus production must have occurred in 2023 or 2024 compared to 2022 citrus production;
  2. Proof that the citrus trees have been rehabilitated or replanted; and
  3. Demonstrate to the satisfaction of FDACS ongoing production and harvest activities at the time of application.

The below citrus varieties are eligible for this subpart:

  • Grapefruit
  • Lemon
  • Lime
  • Mandarins / Tangerines
  • Oranges, including but not limited to the following varieties:
    • Early Season
    • Mid-Season
    • Late Season
    • Navel
    • Valencia
    • Hamlin
    • Pineapple
    • Ambersweet
    • Honeybell
    • Pummelo (Pomelo)
  • Tangor
    • Murcott
    • Temples
  • Tangelo

Payment is contingent upon completed site inspection and submission or proof of crop insurance that meets program linkage requirements. Failure to provide proof of two years of crop insurance will result in the recoupment of any recovery funds issued under this part.


Subpart B: Citrus Tree Infrastructure Loss

To meet program eligibility for the Citrus Program: Subpart B: Citrus Tree Infrastructure, Eligible Producers must show:

  1. A minimum of 10% loss in citrus production must have occurred in 2023 or 2024 compared to 2022 citrus production;
  2. Demonstrate ongoing production and harvest activities at the time of application; and
  3. Commit to rehabilitating or replanting the damaged acreage.

The below citrus varieties are eligible for this subpart:

  • Grapefruit
  • Lemon
  • Lime
  • Mandarins / Tangerines
  • Oranges, including but not limited to the following varieties:
    • Early Season
    • Mid-Season
    • Late Season
    • Navel
    • Valencia
    • Hamlin
    • Pineapple
    • Ambersweet
    • Honeybell
    • Pummelo (Pomelo)
  • Tangor
    • Murcott
    • Temples
  • Tangelo
